Minor Pathfinder release (Technical update - minor correction to Pathfinder tax rate for $37,000+ threshhold)

For the $37,000+ tax threshold, Personal tax 2018 and Personal tax 2019 were incorrectly 33% in Pathfinder, not 32.5%.

This error effects cases where an individual earns more than $37,000 and which which were solved between 23 April 2018, when it was released, and 15th May 2018, when it was corrected. For individuals earning an income over $37,000, Pathfinder would have slightly overestimated the tax by 0.5%. The maximum possible overestimation for any case is $250.
